A new wholesale supplier of fully completed modular homes has launched in Australia, offering builders and developers a scalable, trade-efficient solution to help tackle the nation’s deepening housing shortage. Modular Pathways enters the market with a wholesale-only model, supplying turnkey modular homes delivered fully finished ready for immediate site installation.

The launch comes as Australia continues to fall behind its goal of delivering 1.2 million homes by 2029, with Master Builders Australia confirming the country missed its first-year target by more than 60,000 homes. ABS data also shows detached housing construction is 35% slower than a decade ago, and apartment/townhouse delivery times have increased by 54%. Meanwhile, the industry faces a severe shortage of skilled trades, requiring an additional 130,000 workers just to meet baseline targets.

Unlike modular manufacturers that sell direct to consumers, Modular Pathways operates exclusively as a wholesale supplier, giving builders and developers a product they can offer their clients — with full freedom to apply their own margin.

Craig Gemmill, Director of Modular Pathways, said the company’s role is to strengthen industry capacity.

“Australia cannot meet its housing targets while builders remain constrained by labour shortages, rising costs and indemnity insurance limitations. We’re here to support builders and developers by giving them a fully completed, compliant modular product they can deliver quickly — without drawing on their stretched trades or impacting their insurance.”

Modular Pathways’ homes are manufactured off-shore to Australian standards, then finished locally with cooktops, ovens, rangehoods and air-conditioning units installed before delivery. Homes arrive completed and ready for placement, significantly reducing on-site labour requirements.

Australia recorded 168,000 detached housing approvals last year. Modular Pathways currently has the capacity to deliver 240 turnkey homes per year, with a plan to scale production to more than 1,000 units annually.

“We won’t single-handedly solve the housing crisis — no single provider can,” Mr Gemmill said. “But this form of modular construction gives builders a viable, repeatable product produced in short order, helping them deliver more homes without relying on scarce trades.”

The ABC recently reported that construction times remain inflated due to trade shortages and structural inefficiencies. Monash University’s Dr Duncan Maxwell emphasised that “business as usual” will not deliver the long-term productivity improvements required.

Modular Pathways answers that call by shifting most of the build process off-site — reducing reliance on hard-to-source trades and providing builders with a predictable, factory-controlled supply line.

“Labour scarcity is the biggest barrier to housing delivery,” Mr Gemmill said. “Our model reduces dependence on multiple trades, speeds up delivery, and ensures builders can get more homes to site without sacrificing quality or compliance.”

Key Benefits for Builders and Developers:

  • Wholesale-only supply model — builders maintain the client relationship and set their own margin
  • Fully completed homes delivered with appliances
  • Minimal on-site labour required
  • Predictable build schedules unaffected by weather or trade availability
  • Compliant modular systems meeting Australian standards

The ABC and industry bodies warn that traditional construction alone cannot meet national housing targets. Modular Pathways provides a practical tool to help the industry lift output without requiring a proportional increase in labour.

“Australia needs solutions that work with the workforce we have, not the workforce we wish we had,” Mr Gemmill said. “Modular Pathways gives builders a smarter, faster, scalable way to deliver more homes — and that’s exactly what the country needs right now.”
